The DREAM Act is a bill that has been introduced in Congress for over 10 years that, if passed, would provide the opportunity for undocumented immigrants who were brought to the United States as children to ultimately obtain lawful permanent residence, which in turn provides a pathway to citizenship. DREAM stands for Development, Relief, and Education for Alien Minors.
On June 15, 2012, the Obama administration specifically stated a policy change regarding young immigrants, and on August 15, 2012, the federal government began the Deferred Action for Childhood Arrivals (DACA) program. While deferred action is the current policy that the Department of Homeland Security (DHS) has enacted to address the need to avoid deportation for young adults, it is not the DREAM Act.
Deferred action is only the first step in providing those without immigration status who arrived in the U.S. as children with the opportunities they deserve. Many hope that the deferred action program will be successful enough to convince Congress to pass the DREAM Act. President Obama and former Secretary Janet Napolitano have continually encouraged Congress to pass the DREAM Act.
According to Napolitano:
“I’ve been dealing with immigration enforcement for 20 years, and the plain fact of the matter is that the law that we’re working under doesn’t match the economic needs of the country today and the law enforcement needs of the country today. But as someone who is charged with enforcing the immigration system, we’re setting good, strong, sensible priorities, and again, these young people really are not the individuals that the immigration removal process was designed to focus upon.”
